Putting solar panels on the roof. Opening premises with the public in them. Putting up a marquee for an event, a hot tub on a terrace, gym equipment, a mezzanine, a pergola or a water tank. Hanging a sign on a party wall. Answering a requirement from the council or from your insurer. In all of these somebody will ask you for a certificat de solidesa i seguretat, a structural safety certificate: the document in which a competent technician certifies that the structure is adequate for the particular use you are going to make of it. There is no equivalent British document, which is precisely why the name is worth learning.
We visit, check the structure against the loads you intend to apply and issue the signed certificate. We have issued more than 70 of them. And if something does not add up, we tell you before anything is signed — with the proposed remedy alongside, not just the problem, because structural calculation and strengthening are ours too.

Which article requires it, exactly
Almost nobody in this trade quotes the rule. We do, because when you turn up with a council requirement in your hand the first thing you need to know is where it comes from. These are the four routes by which you can be asked for a structural safety certificate in Barcelona, with the text that says so.

You may well not need it, and we will say so
This is our commonest enquiry and the one most polluted by misinformation. The CNMC, Spain's competition and markets authority, concluded in file UM/052/23 that requiring a structural safety certificate across the board for a photovoltaic self-consumption installation is contrary to the Market Unity Act, because neither its necessity nor its proportionality is justified. The figures in that report explain why: a panel weighs between 10 and 12 kg/m², its support structure another 2 to 4 kg, and a roof is required to carry at least 100 kg/m².
That said, there are three situations in which the certificate genuinely is necessary rather than a formality: lightweight sandwich-panel roofs, older buildings of poor construction, and installations above 100 kW. If your case is one of those three, the certificate protects you for real. If it is not and the council asks for one anyway, there are grounds to argue — and we will tell you how.
We would rather lose a box-ticking job than charge you for a paper you do not need.
The six documents that look alike and are not
Asking for the wrong paper costs time and money, and it is what we see most. Here is the difference, document by document, set out by the question each one answers. If what you need is the compulsory inspection of the whole building, that is the ITE; if there is a dispute or a defect to document against somebody else, that is an expert report.

What gets looked at, and against what
The check is made against the Código Técnico de la Edificación, the Spanish building code, and its basic document on structural safety. But a building from 1930 is not judged by today's rules, and the CTE says so itself: its Annex D, on the assessment of existing structures, establishes that applying current standards directly is not appropriate, and allows reduced service periods and less conservative models. That is the difference between a technician who knows the ground and one who applies a template.
There are two levels. A qualitative assessment rests on the inspection and on the existing documentation, and settles most cases. A quantitative one means calculating against the new loads and, where the properties of the materials cannot be deduced reliably, testing. Which one your case needs is decided before we give you a price, not afterwards.
The figure that decides it almost every time is the imposed load: how much weight the floor has to be assumed to carry, given what you are going to do up there. It is tabulated in the code and it is public. It is also the number that decides whether a change of use from commercial premises to a dwelling is viable, because going from commercial to residential lowers the requirement, and the other way round raises it.
Imposed loads, and what they mean for your case
These are the values the building code sets by intended use. They let you see at a glance why a change of use can be trivial or impossible — and why the first question we ask you is always «what are you going to use it for?».

And if the structure does not take it?
It is the doubt that stops everybody before they ring: what if I pay and I am told no? It is worth answering in advance.
A negative result is not a dead end, and the code provides for it. Annex D of the CTE sets out three routes where safety cannot be demonstrated: technical and administrative measures — restricting the use, setting up periodic monitoring — constructional measures, meaning strengthening, and securing measures, meaning propping and, at the extreme, evacuation. «No» has as much shape in the code as «yes» does.
In practice there is also a middle way we use often: certifying subject to remedial work. The condition is documented, what has to be strengthened is defined, the work is carried out, and the certificate is issued afterwards. If your case ends there, what you take away is a report on the condition and a strengthening proposal — which is useful information, not a blank sheet. And if the building dates from the fifties to the seventies, it is worth first ruling out what usually lies behind a floor that will not take the load: high-alumina cement.
What we need from you
The more documentation there is, the cheaper and quicker it comes out. If you have nothing at all it can still be done, but the job changes in nature: the structure has to be surveyed and sometimes tested. That is why there is not one single price.

What clients ask us most
How much does a structural safety certificate cost?
From €450 + VAT for the standard case, with documentation available and a qualitative assessment. It goes up if there are no drawings, because the structure has to be surveyed, and up again if numerical checking or material testing is needed. The full breakdown is in the fee table on this page. What you will never see is a figure that rises half way through the job: the price is fixed before the visit and that is what is invoiced. VAT is IVA, the Spanish sales tax, currently 21 %, and professional fees here are always quoted without it.
Who can sign a structural safety certificate?
A technician competent in building and registered with his professional body: an architect, an arquitecto técnico — a building engineer, a regulated profession distinct from the architect — or an engineer. Ours is signed by Raúl Heras, arquitecto técnico, member no. 10385 of the CAATEEB, the professional association of building engineers of Barcelona. Being colegiado, that is, a member in good standing of that body, is what gives the signature legal effect; the official forms require the qualification, the membership number and the body to be stated. And one Barcelona detail hardly anybody knows: where the certificate goes inside a minor works notification, the by-law requires it to be signed by the author of the project, not by a different technician.
Does it have to be certified by the professional body?
As a rule, no. Real Decreto 1000/2010 lists exhaustively the work subject to compulsory visat col·legial — a formal check and stamp by the professional body — and structural safety certificates are not on that list. That said, there are particular Barcelona procedures that do require the associated project to be stamped — illuminated signs on party walls, at roof level and on flat roofs, for instance — and the fire service requires authorship to be evidenced by a stamp or a certificate of professional engagement. Do I really need it for solar panels?
You may well not. The CNMC has declared that requiring it across the board for standard self-consumption installations is contrary to market unity. It is technically necessary in three situations: a lightweight sandwich-panel roof, an older building of poor construction, or an installation above 100 kW. And if the structure does not take it? Do I lose my money?
No. What you receive then is a report on the condition with a proposal for what has to be strengthened, which is the information you need in order to act. The CTE itself provides three routes where safety cannot be demonstrated: restrict the use, strengthen, or prop. And in many cases it can be certified subject to remedial work: the strengthening is carried out and the certificate is issued afterwards.
I have no drawings of the building. Can it still be done?
Yes, but it changes the job. Without drawings the structure has to be surveyed and, depending on the case, opened up or tested to establish what the materials are. It is more work and so it has a different price, which we also fix before starting. What we do not do is sign by eye: without knowing what is underneath, a certificate is worth nothing.
How long does it take?
Visit within 48 hours and the certificate within 48-72 hours of the visit. If you needed it yesterday, we have an urgent option delivering the day after the visit. For comparison: the national platforms tend to quote a week.
How long is it valid for?
It certifies the condition on the date of the visit and for the use stated. Some procedures ask for it to be recent, a few months old at most. Confirm what it is for and we will fit it to that. One warning: if works follow from the certificate, the Barcelona by-law requires them to be carried out within the period the certificate itself sets, and evidenced with a final works certificate.
Is it the same as a structural stability certificate?
Commercially the market uses the two almost interchangeably, but technically they are not the same: stability — loss of equilibrium as a rigid body, buckling of a member — is only one part of what gets checked. My building is more than 15 years old. Do I need anything else?
Probably yes, and hardly anybody knows it: the Ordenança dels Usos del Paisatge Urbà requires every owner of a building more than fifteen years old in Barcelona to hold a safety certificate for the external elements facing the public highway, renewable every ten years. It is neither the ITE nor the structural safety certificate. It can be replaced by the assessment in the llibre de l'edifici, the building's log book, or by the maintenance record of the Institut Municipal del Paisatge Urbà. If you do not have it, the council can require it at any time.
Does certifying mean you guarantee nothing will happen?
No, and it is worth saying plainly. A certificate records the condition of the structure according to the inspection carried out and the checks made, with its scope and its conditions written down. It is not an insurance policy and not a guarantee about the future. That is why the document always states explicitly what has been checked, how, and what has been left out.
